A more accurate term would be kickbacks, not bribes. Foreign aid gets poured into foreign governments where it is directed to various businesses, charities, or other enterprises operated by cronies of those in control of the foreign governments. Those entities then provide kickbacks to the politicians who sponsored the foreign aid bill. And, it's not just the democrat politicians who do it.
