Money will be spent on determining what gets sent to Pakistan, but mostly State Department employees will get that money, along with any contractors they need to spread money to.
In the end, figure about a buck-fifty will go to someone in Pakistan, most will go to State employees and other ways to spread the graft and corruption around.
