Meh. Use the military. Sure I believe in, and absolutely support, posse comitatus. How do I rectify? Create a five mile zone on the Mexican side of the border, policed by our military. Move all towns back into Mexico by five miles. Any... hostile government interference would be... negotiated as is due. A few years of that and Mexico would figure out how things work. THEN, while that is in place, work out a reasonable guest worker program, which absolutely includes lists, medical and criminal checks, solid identification procedures, and repatriation processes that work without major flaws.
Now what is soooo hard about that!
