Actually, forget property rights. If there is no God, there are no rights, property or otherwise. If your government chooses to act as if there is no God, then they act on the presumption that they are what stands for a god, and rights are derived from them. All rights are either divine of nature, and eternal, or they are grants from a government. The choice is very simple.
I agree that moral values and respect for others' rights are lost when there is no god, but that paragraph is interestingly from an atheist, Ayn Rand. I love her works.
