That's always how it worked. Hitler Browshirts were used until they could be ganked for Hitler Youth, which then morphed into the SS, a more clean cut culling group. They will be allowed to do what they do until other groups are in place. Then they will transition or die. In one sense? Meh. Soros, one of their main financiers, worked with the latter groups. He knows, if successful to his eyes, how this whole thing shakes out.
