  1. Give grants to STE only. No performing arts, library science, or other self esteem grants. The money goes to the researchers directly, not to the school. The schools will have to have an independent auditor / accountant to keep the books. Schools can loose all funding if it is discovered that they are tapping into the funds for any purpose other than the primary investigators.
