Switzerland doesn't just 'give' guns to citizens, it is the law that every able man serves in the military and then becomes a member of the militia and must keep his SIG assault rifle and 120 rounds in his house and re-qualify with that rifle annually. In the early '90s I was at a rifle range near Ottawa when some staff members from the Swiss embassy were there re-qualifying with their SIGs. I had a very interesting discussion with a couple of them regarding when rights become duties.
