If we posit a 10 after the 9, then yes. I was assuming that I was constrained to the numbers presented in the image, so I cycled the pattern back to the top, thus 6 X 6 = 36.

One might argue that as printed it does not make mathematical sense. You are adding in numbers with out symbology to denote it. But given all the assumptions, yes the answer would be 60. Some AI slop passing as IQ.
It’s at best a “poor man’s attempt at a math riddle” rather than any sort of IQ test. Having taken more than a few IQ tests ( real ones not internet novelty nonsense) I can say that is a poor excuse for a test
