It should absolutely be unlawful for a U.S. financial institution to conduct business with an illegal alien. I would add that the banking records to be used to identify an employer which employs illegal aliens. And cross reference those records to expose misuse of, or expired visas. And those customers who conduct transactions only with unmarked* cash only would get extra scrutiny.
*unmarked to mean unidentifiable as to the source, i.e. payroll stub, or other.
