How To Empower Women...
You cannot teach rapists not to be rapists, you cannot stop criminals from being criminals, Deterrent is the best option.
With rapists, pedophiles, and Democrats (but I repeat myself), termination is actually a better option. Or is that the kind of "deterrent" you had in mind?
