Actually until you incur a debt they can refuse to accept the note. If you pump gas then go into pay they have to accept (they have agreed to allow you to take ownership of the gas with a promose to pay and you pumping the gas have agreed to pay for the gas you pump) If you are in the store and try to buy something they can refuse to accept the note for you have not incurred a debt with them The store still owns the property until they accept the payment
