I would enact, at a minimum
1) By definition, a minor is not an adult nor capable of effecting an informed outcome. A child cannot consent to immunization.
2) Any activity with a minor outside the consent of the parent/guardian is criminal abuse. <<<period
3) Any activity fostered on a child by a State actor without the parental knowledge, effected in silence, in disguise or especially under the guise of a sanctioned activity like school or responsible medical intervention is a crime by the State. Every person participating in, or complicit in, or knowledgeable of is both personally and organizationally guilty of a crime.
4) The State must forever revoke any statute that places a parents rights to a child's welfare and control below that of the State. It is not the States child.
5) No State actor (school, clinic, hospital, institution) may enjoin, force, or command any child not to communicate or report any action of the State to parental authority. Said admonitions or persuasion shall be prosecuted in the same manner as witness tampering
