Civil disobedience is a form of protest, yes, but part of the deal is that if you're going to take part in that sort of protest then you are signing up for the whole cruise. You're ready and willing to face the music and take the punishment.
So, if you're going to willfully break the law to draw attention to your cause then you have to take your licks too, it's part of the bargain.
