I painted bridges for 44 years before retiring. You would be amazed just how many bolts and welds are like that across the country on structures big and small

I've seen steel erectors use A490 bolts because they have a much higher tensile strength over A325. A325 fasteners can handle the zinc in the hot dip process but not A490. When you use a galvanizing coating on A490 bolts you tend to get what they term "embrittlement". I think that's what we're looking at here.
