Not necessarily. Party bosses and appointees can run the show and have figurehead president AND VP. With Pelosi going into dementia soon, the top three could all be unfit for holding office and just be the name on the door to approve everything done in their names.
One thing is certain. No matter who wins the election, Joe Biden will not be controlling the government.
