Isn't sending someone with an infectious, deadly disease one of the scenarios they consider for terroristi attack? TB isn't as fast to kill you as, say, smallpox, but it is deadly. Back before 9/11, there was a terrorism drill called "Dark Winter", where they simulated an attack like this with smallpox. Within six weeks (IIRC) the country was collapsing.
The administration has gone from merely voiding the constitution to terrorist attacks on the people of the country.
