That is a stupid, self-inflicted wound. The Migrants entered Germany from somewhere. Take them back there, give them a box lunch and wish them a nice day. Then Austria can do the same to get them to Albania. Rinse... Repeat.
With just a little bit of effort, trained linguists can listen to them speak and identify the villages they come from. This is just an excuse so that they can claim helplessness. If they buy into this, there is no way this ends without someone getting put into boxcars.
