If he merely killed them, then that is satisfied by statement, sentiment, and law. If he murdered them, then you should state that, and put it out as against morality, true law, and righteousness. States kill murderers every year. They don't, however, murder anyone. The state has the right, nay responsibility, to kill some people. So... which was it? Did he kill those many millions, or did he murder them. Everything, sometimes, comes down to one single word.
