The top badge is a Combat Infantryman Badge. It is for colonel's and below, who fought in active ground combat. It looks like a Defense Distinguished Service Medal with a device, Distinguished Service Medal, A Afghan Service medal, and a Southwest Asia Service Medal. I was Air Force and do not recognize quite a few but it also looks like he was a Jump Master with a Ranger tab.
Getting ribbons and medals is all about the admin of the unit your assigned to. I was assigned to a squadron that the admin officer had a degree in journalism. She trained her office staff to scour the shift logs to write up citations for awards that people didn't have. We were a Joint unit and if we had an AF Commendation Medal the next write up would be for a Joint Service Commendation Medal. I had a couple of sets of medals like that. After 6 years I had added five and 2/3 rows of ribbons to the one row that I had after initial training. All I did was my job and ribbons and medals didn't mean much to me.
I saw Eisenhower's, Bradly's, and Patton's in pix from WW2 and they were very much less then Milley's, but all three served in WW1 and in WW2 they handled millions. My brother who spent 6 years in the Army after getting drafted into Vietnam in 69. He was grabbed by the Rangers 4 months into Vietnam and spent 3 years in Vietnam. He had multiple medals but nothing on his uniform matches what is on Milley's. My Brother later was killed in an accident after getting out of the Army. It seems that today's officers pad things greatly.
