Maritime law will have limited liability for the shipowner, but it will be such a small fraction of the cost of the bridge that it might as well be nothing. This assumes that the shipowner did not know of the power issue before the accident.
On the bridge I do not believe it was random. There has been too many issues that do not get reported on MSM since Biden took office. These include food processing plants, energy producing plants, and others that have been destroyed. The Baltimore Bride is #1 on the East Coast for delivery of special chemicals, natural gas, and steel leading to these to be moved to Charleston, SC to be shipped and that will require longer trips and planning due to permits for toxic chemicals.
