This geo-fence thing ain't new. I was a victim in 2014. I drove to Texas from Florida on a vacation and my credit card denied me from using it at a gas pump. Luckily, I had another card. I called and was put on hold for over three minutes, so I hung up to deal with it when I returned home. Turns out, the credit card company turned off my card because I had not informed them I was going out of town and they were being proactive to prevent theft and fraud. Needless to say, I no longer have an account there.

I did inform my bank. Indeed, I opened a new account with new card for the express purpose as my travel account. I was very forward in communicating that this is for travel across states and regions. The bank manager said she understood and had attached that to my account.

Even so, many of my purchases were declined. Phone calls were insufficient, I had to personally visit the bank branch where I opened the account. That was a major disruption as I was 1,800 miles away.
I was steamed. I closed all my accounts, some 30 years old.

I knew a man who had to travel back to the U.S. from Tahiti because his bank put a stop on his card. He sued for damages and won.
For international travel, I use traveler's cheques except for airfare.
