Pete, it is by design. Why would an undesirable condition persist if it were not massively promoted, encouraged, supported. It does because it is.
I said undesirable. Cross that out. Put in hugely, stupendously harmful and malfeasant.
I was born in the late 50s in California and went to school in a location that had elementary schools locked down, massive multiple HS of over 3000-4000 people and you entered in specific spots that you were checked by guards and it was locked down. If you caused problems in the HS you were sent to another and after the 3rd the police picked you up and took you to the 4th where they were in the halls to make sure there were no problems. All graduated.
