In my own state of Georgia back around 1999 the Democrats had been in control for a long time, and ran the debt up. They looked at the teachers pension fund and decided they would use that to pay off debt and buy more votes. The teachers then voted Republican, and there were no raises for a number of years but the Republicans balanced that budget. Ken in Atlanta
