On Sunday, California Highway Patrol (CHP) officers arrested Adolfo Balbuena, 18, after he reportedly ran off the road and plowed into a group of people, including several children, waiting in line outside an ice cream truck in Porterville.
Balbuena crashed his 2005 Chevrolet Monte Carlo through a fence, slamming into the truck, knocking the pedestrians to the pavement along a driveway on Tyler Avenue, according to police.
The Mexican national then threw his vehicle into reverse and fled the scene, leaving behind twisted and bloodied bodies. He was arrested at a nearby residence within an hour.
3-year-old Angeles Moreno was transported to Kaweah Delta Regional Medical Center in Visalia, where she was pronounced dead on arrival.
