Not only mexico India does as well over 1 billion people all voters have a single government issued ID. USA 330 Million people no Voter ID. It presents an undue burden on the voter. if it is free what undo burden are they talking about.You get your picture taken when you register to vote. If you vote absentee the government sends you a copy of your ID in the ballot and you send it back with the completed ballot. Seems pretty simple to me
