If by severe intellectual and psychiatric disabilities, you mean dumb as a box of rocks and delusional, then I think .gov agencies are already full of people like that. The "HOLY SH*T" moment was sometime in the late 50s when that stuff started. What we have now is a "let's drag these fuckers into the street by their lips and put them in the stocks" moment.
