Hey Jim Jordan -- if you're going this way, go all the way. For starters, the first part of your bill is redundant, as the US Constitution already requires the President to be a natural born citizen. This was later amended to also include the Vice President, but the chain of succession goes further than the VP and those further down the chain are not required to be NBC. They should be. For your bill to have any significant meaning, it should extend the "NBC" rule to all elected federal officials, and perhaps even to all employees of the federal government.
What is a Natural Born Citizen? Reams of garbage have been written about it by leftists for many decades, many confusing the concept with England's Natural Born Subject which is something entirely different. Legally, citizenship is either Jus Solis (of the soil, which means citizenship granted to those born in the country or it's possessions), or Jus Sanguinis (of the blood, which means a child born to parents or a parent who are already citizens). Natural Born Citizenship is both Solis and Sanguinis; a child born within the properties of the nation to BOTH parents who are already citizens.
Your bill might require a constitutional amendment. The NBC definition would likely require a SCOTUS decision, although the term was so widely understood by the Framers and people of that time, that it was assumed everyone understood what it meant. After all, it was enshrined in The Law of Nations, a book about government that had recently been written (1758, English version 1760). But it's long past time, and we live in an era when every dot and comma in the Constitution needs a clear rendering by SCOTUS. So get it done, but get it done right.
Hey Drew458; a kid born to a US military man and his wife while stationed in, say, Germany, is a Natural Born Citizen of the Untied States. He is NOT a citizen of Germany. The child derives his citizenship from that of his PARENTS. NOT his place of birth.
