Medicaid, a federal program, s paid out through the states. The states are reimbursed by fedgov.
It is disingenuous to argue, 'those are state funds, not state funds'.
Several states state on their web pages that immigration status is not a consideration to receive medical benefits. IOW illegal aliens do qualify for Medicaid in those states.

The skies over Europe during WWII featured contrails which lasted an entire day. I have photos from the 1970s, 1980s, and onward which show the sky absolutely lousy with contrails.
Atmospheric conditions, altitude, types of fuel, engine type, and more all play a part in whether a contrail forms or how long it lasts.
