Feds Provide Almost $2 Billion in Subsidies to Hire Alien Grads Rather than U.S. Grads

The Optional Practical Training (OPT) program, in which the American government pays American employers to discriminate against American workers has grown rapidly in recent years, and during FY 2017 it used nearly $2 billion swiped from trust funds for the elderly to favor 240,000 alien college grads over an equal number of U.S.-resident grads.

It is hard to believe, but true; employers of foreign students who have a decree from a U.S. institution are given an 8.25 percent tax break if they hire an alien, rather than a U.S. college grad with the same skills, and paid at the same salary, as we described in some detail in a recent posting.

When we wrote the prior article, we were working with out-of-date numbers; subsequently we secured estimated FY 2017 data that shows that some 240,000 American workers are adversely impacted by this program (shouldered out of jobs by the subsidized aliens); earlier data set that number at 140,000.

The subsidies to hire the foreign alumni are extracted from the Social Security, Medicare, and Unemployment Insurance Program trust funds and were estimated to be in the area of $1.155 billion in that article. It is now clear that in FY 2017 the total subsidies came to something like $1.98 billion, or close to $2 billion.

The program, as we noted earlier, has had silent but bipartisan support; it was created by the Bush II administration without any congressional authorization, was subsequently expanded by the Obama administration, and has been tolerated by the Trump administration.

The employers benefiting from the subsidies directly, and universities benefiting indirectly, know all about the program, which is all but unknown to the older Americans subsidizing it, and is similarly unknown to the young U.S. college grads who are hurt by it. Given this twisted political dynamic, inertia, and the total silence of the media on this point, the program persists and grows each year.

Estimation Techniques: Jobs Lost. There is an obscure USCIS document that shows the number of approvals of Employment Authorization Documents by category, "EADS by Classification and Basis for Eligibility, Oct. 1, 2012 - June 29, 2017", that Daniel Costa of EPI pointed out to me.

It shows the numbers of OPT/EADs (usually good for one year) issued to F-1 college grads, as well as the number of extensions for F-1 alums who had studied science, technology, engineering, or math (STEM), and each of these, recently, has been good for two more years. So I added the most recent regular OPT and STEM/OPT estimations to the prior year's STEM extension data to get a current estimate of the number of subsidized jobs held by OPT aliens (and thus denied to U.S. workers) at the end of FY 2017.

  • Data were available for only the first nine months of FY 2017 so, assuming a constant flow of these applications, I multiplied the available number by 1.333, which produced this:
  • Estimated regular OPT for FY 2017: 153,646
  • Estimated STEM extension for FY 2017: 44,073
  • Reported STEM extensions for FY 2016 : 45,184
  • Total: 242,903

This I have rounded down to 240,000 to account for...

Broward County Sheriff Scott Israel declined to answer when CNN’s Jake Tapper asked him if four deputies were ordered to stand down during the Parkland school shooting.

It was reported this week that not only did school resource officer Scot Peterson not enter the school when he knew the shooting was happening, but three other sheriff’s deputies also waited behind their vehicles while the shooter killed 17 people inside the school.

Tapper first asked Israel if it was “policy” for the Broward County Sheriff’s department to “set up a perimeter” before going into the school to stop the shooter. Israel had said in an interview after the Fort Lauderdale airport shooting that he learned it was important for officers to set up a “staging area” before entering the premises, but he denied that such strategy applied to the Parkland school shooting.

“Jake, you’re completely talking apples and oranges,” Israel said. “When we have a horrific incident of any magnitude and the incident is over and people are arriving to help and we know we have 5, 10, 12 hours of work to do, we have our police officers, fire fighters, deputies go to staging areas.”

“An active shooter is completely different,” he asserted. “This is an active shooter, we push to the entry, to the killer, we get in and we take out the threat.”

Exposing the Deep Rot in the Deep State

Once again, the president has pried behind the stucco of the Deep State's institutional edifice and shown that the pillars are termite-ridden. Over at Instapundit, law professor Glenn Reynolds said it most succinctly:

In fact, there were four armed deputies at the Parkland, Florida high school, none of whom entered to intervene when the shooting occurred. Heroes like the JROTC students and the coach gave up their lives to protect others, while four armed cops did nothing to end the carnage. At least one witness said he saw the first deputy (Scot Peterson), who has since resigned, hiding behind a stairwell in a separate building while talking on his phone during the four to six minutes the shootings occurred, and it is likely he was talking to his superiors at the time. It defies belief that four deputies at the scene did nothing and that their headquarters were not informed and fully aware that the men were not going in to help.

After Columbine, the FBI training and tactical advice to local law enforcement officials was not to wait for a SWAT or tactical team to show up, but to immediately engage and disarm the shooter. On Facebook, Philip Smith notes, citing various FBI planning guides:
Lessons learned from this tragedy included the need for all police officers to be properly trained, equipped and empowered to immediately intervene in an active shooter situation to stop the ongoing violence regardless of their assignment.

Modern day law enforcement training and tactics dictate that the primary objective of the first law enforcement officer(s) on the scene of an active shooter situation is to locate and stop the person or persons believed to be the shooter(s). As law enforcement active shooter training has evolved, there has been a move away from waiting for several officers to arrive and form a "team" prior to searching for the shooter.

Elizabeth Warren's stealth campaign to shed 'Pocahontas'

Elizabeth Warren’s surprise address this month on her disputed Native American heritage was just one piece of a concerted campaign by the Massachusetts senator and potential 2020 hopeful to put the controversy behind her.

Derisively nicknamed “Pocahontas” by President Donald Trump over allegations that she used claims of Native American heritage to get a head start in her job search — a claim she and former colleagues strongly deny — Warren has met with close to a dozen tribal leaders and prominent activists recently.

She has also signed onto at least six bills directly related to Native American policy. It’s clearly an organized effort: Four of those co-sponsorships came within two days of her speech, and Warren endorsed two bills around that time even though they’d been introduced months earlier.

It comes as Warren considers a run for the White House in 2020. Her Feb. 14 address to the National Congress of American Indians was widely praised by conference attendees, and her allies viewed it as an important step forward for a potential candidate who had faced unexpectedly harsh criticism from both Republicans and some liberal activists over her claims of Cherokee and Delaware heritage despite a lack of documentation — a reality she acknowledged in the speech and her private conversations with Native American leaders.

Now, Warren and her backers are hoping to move beyond the argument entirely and spin it into a positive. The aim is to neutralize what’s seen as an Achilles' heel for a potential national bid, turning wary activists into allies.

“Her speech was, in many ways, long overdue. It was a great opportunity for her to tell her story,” said Rion Ramirez, chairman of the Democratic National Committee’s Native American Council, who sat down with Warren the day before she addressed the NCAI. “Unfortunately, her president tries to define what her story is. And it’s not his story to tell.”

“It’s ridiculous that a non-Indian man, that’s our president, tries to sit there and define who is and who isn’t Native,” he added.

Still, the sudden flurry of activity on Native American issues opens Warren to accusations that her maneuvers simply reflect a political scramble to mitigate an issue that’s made her vulnerable in the past.

When the first-term lawmaker surprised the NCAI by appearing onstage this month, she acknowledged her own controversy before framing herself as an ally of Native Americans in their fight for fair treatment.

Teen Girl Missing from Kentucky Found Being Held Prisoner by Illegal Alien in South Carolina

A teen girl who is in the U.S. illegally and disappeared from Kentucky in December was discovered in South Carolina being held as a sex slave by another illegal immigrant, police say.

Police in Saluda County, South Carolina, discovered the girl confined in the bedroom of 24-year-old Florencio Gomez Saiche after a tipster told authorities that the 16-year-old missing teen was being held there, WIS Channel 10 reported.

Investigators said that the kidnapped girl had been able to contact family members through social media apps when her kidnapper was not looking or was out of the home.

Police say that they have suspicions that the teen never tried to contact police about her whereabouts because she is also an illegal alien.

When police confronted Saiche about the missing girl, he denied knowing her. But a search of his mobile home proved the lie to the claim.

“During the investigation, [officers] heard someone else in the residence,” said Saluda County Sheriff John C. Perry. “So, they did a protective sweep of the residence to find out and sure enough located the victim. He used intimidation factors, you know, because of the status of our victim.”

The sheriff’s office noted that illegals often prey on other illegals using their immigration status against them as a way to keep victims from reporting crimes to authorities.

‘I’m Going to Shoot All of Ya B*tches:’ DACA Illegal Alien Arrested for School Shooting Threats in New York

An illegal alien shielded from deportation by the President Obama-created Deferred Action for Childhood Arrivals (DACA) program was arrested after allegedly threatening a school shooting in upstate New York.

On Friday, Rochester Deputy Mayor Dr. Cedric Alexander and Deputy Chief La’Ron Singletary announced that 21-year-old DACA illegal alien Abigail Hernandez had been arrested by the Rochester Police Department after allegedly threatening East High School with a school shooting, according to 13WHAM.

“I’m coming tomorrow morning and I’m going to shoot all of ya bitches,” Hernandez allegedly wrote on the East High School Facebook page, using a fake social media account.


Hernandez, according to Singletary, was arrested days after she made the threat because it took time for police to find out that she was allegedly running the fake social media account.

As Rochester police arrested the DACA illegal alien at her home for the threat, they obtained a shotgun, but it remains unclear to whom the firearm belongs.

“The quick thinking of school staff and the tenacious work of the investigators of the police department following through on this Facebook post lead to the arrest of Abigail Hernandez and the recovery of a shotgun,” the Rochester Police Department said in a statement.

“Sadly, in wake of the recent Parkland, Florida tragedy, schools across the country have been grappling with social media threats intended to instill fear and anxiety,” East High School Superintendent Shaun Nelms said in a similar statement. Nelms said:
We remain very grateful to the Rochester Police Department for their partnership and for keeping us well informed throughout the entire process. Their presence on campus last week and their guidance on how to best keep staff and students safe during this efficient, successful police investigation reiterate their ongoing support. As always, the safety of students and staff is our top priority.

Broward County FL Sheriff Israel Responds to Parkland Shooting Critics: ‘I’ve Given Amazing Leadership’

Sunday on CNN’s “State of the Union,” Broward County, FL Sheriff Scott Israel fielded questions from show host Jake Tapper about his department’s actions leading up to and during the Parkland school shooting.

Israel said he had provided “amazing leadership” as the head of that agency.

Partial transcript as follows:

TAPPER: Are you really not taking any responsibility for the multiple red flags that were brought to the attention of the Broward Sheriff’s office about this shooter before this incident, whether it was people near him, close to him calling the police?

ISRAEL: I can only take responsibility for what I knew about. I exercised my due diligence. I’ve given amazing leadership to this agency.

TAPPER: Amazing leadership?

ISRAEL: Yes, Jake. There’s a lot of things we’ve done throughout this — this is — you don’t measure a person’s leadership by a deputy not going in to — these deputies received the training they needed.

TAPPER: Maybe you measure somebody’s leadership by whether or not they protect the community. You’ve listed 23 incidents before the shooting involving the shooter, and still, nothing was done to keep guns out of his hands, to make sure that the school was protected, to make sure you were keeping an eye on him — I don’t understand how you can sit there and claim amazing leadership?
