The only reason Finland's nuclear energy is cheaper is because they do not have the regulations in place that drive up the cost making it an unattractive investment (like in the US).

If the latter, then any means of energy production should see similar cost reduction. Unless, decrease in regulations applies to nuke only.

The comment about nuclear being cheaper in Finland than in the US is also pretty straight forward as well. The nuclear industry in the US is over regulated due to fear mongering.

I remember about 20 years ago Ameren Power Company in Missouri embarked on a plan to build a nuclear plant but the lawsuits shut it down within the year.
