Lying sack. They get arrested more because they commit more crimes. Then the soft DAs and the lazy lawyers either dismiss or plea it down to something minor, so no, in truth they aren't getting tried and convicted for the crimes they were arrested for. That doesn't mean they aren't criminals, it only means that the justice system is forever overwhelmed and will always be that way. It's no accident. Union employees and greasy lawyers.
There are only 2 solutions, and the one being used now only encourages crime. The Draconian one at the other end of the spectrum, encourages rope sales. I'd prefer to buy short term stock in the rope companies.
