Normally to do a proper vaccine it takes a very small sample of the virus and then about five years of testing and putting it out to the public without over 100 people have side effects or deaths. This was not done as the COVID vaccines were put out in just over one year so there was no full testing and likely actual known side effects. Side effects and deaths are being found now and this was likely planned.
