They knew the identity of the brick thrower right off.
So why did they ask for the publics assistance in identifying the culprit? Even to offer a reward.
Because they wanted to develop leads to other criminality. Faces and names.
But why are they now showing that they arrested the guy straight away? Doing so exposes their duplicity.
Because this is Phase II. Wringing out as much as they can. Some people can't help themselves. They'll step forward to razz the coppers. Then the coppers will swoop down or at least know who to surveil.
