If I were that store owner I'd get a nice piece of Louisville hickory and start kneecapping those thieves.
Going back to the history of California after the Gold Rush SF became so corrupt with police and judges that what we see now was happening then. Vigilantes started to go after the criminals, police, and judges until the laws were followed. I believe this will happen again when the people that cannot leave the state will start to enforce rule by force against criminals, corrupt police, corrupt DAs, corrupt Judges, and corrupt politicians.
