It's a word game. What you believe the term means is not what they mean it to be.
So, they are correct in saying safe and effective. Safe for their hegemony, effective at harming people, including cause of death.
Yes, it is despotic and wicked. But that's the game they play.
You can apply that to any other term they utter.
