Sebastian Carillo, of the 600 block of Forrest Street, was charged with inappropriately touching an 11-year-old child, the department said in a news release.
During the investigation, authorities said, detectives learned thatCarillo allegedly had touched and engaged in sexual behavior with the child on more than one occasion from January through December 2018.
