Back in the day, one of the guys in town would drive down to Texas and come back with a trunk full of Mexican pot, which he packaged an ounce at a time. And he always carried a pocketful of combs. You didn't buy pot from him - you bought a comb, and got a free ounce of pot. He reported and paid taxes on all his income from "comb sales". He believed if he ever got busted he could avoid punishment because he wasn't really selling pot. And he didn't evade income taxes. (Though I don't know that he ever was busted.)
